It's not because he was in Sin City, but because he was in The Bourne Identity and played a small part as a mysterious assassin with little to no dialogue. I'd like to see him portrayed much the same way in Batman 3 only this time he wears a costume and kills several key characters before he's failed attempts to slay the Joker (Nate Richert), but is caught off guard after he underestimates Dr. Harleen Quinzel who cuts a smile on his face forcing him to retreat... Later on, Floyd Lawton (Deadshot's without his mask) would seek revenge for his scarring, but first redesigns his mask to cover his entire face to hide the scar. Soon after he fakes a car accident as Floyd Lawton for he can schedule a plastic surgery appointment and do it legitimately.

He could be the hate-filled, revenge-driven psychopath Deadshot, or the suave, eccentric, and flamboyant show-off marksman with no conscience beyond his professional courtesy.In either of those cases, I think either Timothy Oliphant or *maybe* Willem Dafoe would play him pretty well.
